Not exactly, good haya user can be smart and just dont use ult immedietly, and just force the mm to use its windchant then back out Haya can burst out any mm on 1v1 even with no ult just the fast 3 shuriken combo
As Haya user, Wind of Nature is not a problem. You can force them to use the wind of nature by using his passive + shuriken. You only need to practice your skill management especially the proper use of quad shadow + shuriken.

Have you ever wondered how slow Julian jungling was before Level 3? Especially without Roamer helping you. That's why I use Seasoned Hunter. Also, I think you can also use Swift to get a little attack speed so you can jungling fast without Swift Crossbow. I tried it today and I love it. (My Julian don't use Feather of Heaven because I found that the damage of Glowing Wand is higher)
